قد يصعب إيجاد مفهوم محدد لثقافة الطفل باعتبارها تركيبة مزدوجة من مجموعة العوامل التي يمر بها الطفل في مراحل حياته، فهي مجموعة ما يحتويه رأس الطفل من معارف ومعلومات اكتسبها من خلال مجتمعه، ومجموعة المعلومات والمعارف التي يتلقاها أو يكتسبها من خلال عملية التربية والتعليم ومن خلال أجهزة التوجيه غير المباشرة كالإعلام ومؤسسات الاجتماعية والثقافية و ألاندية والجمعيات فثقافة الطفل هي كل ما يمده بمجموع القيم والأعراف والعادات والتقاليد وأنماط السلوك التي ارتضاها المجتمع الذي يحيا فيه إلى جانب ذلك الرصيد من المعارف والعلوم الذي يؤهله للإسهام بنجاح في أداء دور فاعل في حياة مجتمعه وتطويره إلى الأفضل.وتتعدد المؤثرات التي تساهم في تنمية ثقافة الطفل بداية من الأسرة وانتهاء بالمكتبة ومروراً بعدد من المحطات من بينها المدرسة ووسائل بث المعلومات المتعددة فالمكتبة تعتبر وما يتصل بها من خدمات مظهرا من مظاهر التطور الثقافي لكونها وسيلة تربوية ذات أثر فعال في حياة الأفراد حاضراً ومستقبلاً
.ومن المعروف أن الكثير من بلدان العالم على اختلاف درجة تقدمها ونموها تهتم بالخدمات المقدمة للأطفال اهتماما كبيرا وهذا إن دل على شيء فإنما يدل على القناعة الراسخة بحقوق الطفل ورعايته وثقافته.و اعتراف الدول بهم كأفراد في المجتمع لهم حقوق الحصول على المعلومات من مصادرها المختلفة
مما لاشك فيه أن التعود على القراءة منذ الطفولة يعتبر جزءا مؤثرا وفاعلا في المجتمع وذلك لما لها من أثر فعال في الحياة العامة لتلبيتها للحاجات التربوية والثقافية؛ ولذا فهي شديدة الصلة بالعناصر المختلفة للمجتمع.
ومما لاشك فيه أن مرحلة الطفولة تعد من أفضل المراحل العمرية لتعليم واكتساب المهارات المتنوعة ولذلك تسعى المؤسسات الحكومية والأهلية إلى تدريب الأطفال على اكتساب المهارات الحياتية والاجتماعية والمعرفية من خلال مكتبة الطفل والتي عن طريقها يتم تربية وتنشئة وغرس حب القراءة والاطلاع في الأطفال وبذلك يتأصل حب القراءة لديهم
وتصبح هواية يمارسها الطفل ويتمسك بها كوسيلة من وسائل تحقيق الذات، فالقراءة وارتياد المكتبات من أهم الوسائل التي تثري ثقافة الطفل
إن مقتضيات الحضارة والتقدم الحادث في العالم غربه وشرقه جعل المجتمعات تسعى لتقديم الخدمات الكثيرة والتي تساهم في إعداد النشء وتنشئته تنشئة اجتماعية سليمة تربطه بوطنه ومجتمعه وتجعله أكثر التصاقا بثقافة بلده وطنه وأمته. وإدراك بأهمية المكتبات تم الاهتمام بإنشائها في عدت منشئات منها المدرسة والجامعة والمدينة والقرية والمؤسسة والشركة.. الخ

بحيث أصبحت هذه المكتبات بما تحويه من مواد الثقافة والمعرفة قلاعا للثقافة والمعلومات يرتادها الصغار والكبار المتعطشون والراغبون في التعليم والتعلم، كما وقد أولت أكثر المكتبات اهتماما المكتبة المدرسية ومكتبات الاطفال باعتبارها أساسا لإعداد أجيال المستقبل، ولهذا نجد أن مكتبات الأطفال تحظى بمزيد من الاهتمام العام على كافة الأصعدة الاجتماعية والعلمية والثقافية باعتبارها عاملا هاما يسهم بفعالية في معالجة مشاكل التنمية البشرية، فارتباط ثقافة الطفل بالمكتبة يعد أحد الأنماط البيئية السليمة التي تساعد على تكوين تلك الثقافة واستمرار تعزيزها ودعمها فالاهتمام بثقافة الطفل باعتبارها ضرورة يفرضها الوعي الناضج لاحتياجات الطفولة وتلبيتها حيث يتم التركيز على قدرات الطفل الذاتية وتنميتها لبناء جيل سليم قادر على العطاء المستمر ومن جملة هؤلاء المواطنين يتكون المجتمع القارئ الذي يتولى قيادة الحياة العلمية، والثقافية ويطورها ويثريها

إن استخدام الطفل للمكتبة في سن مبكرة يجعله أكثر استعمالا وترددا عليها في المستقبل فتزداد ثقافته وتنمو حصيلته العلمية ويصبح أكثر قدرة على الفهم والتحصيل، كما تسهم إسهاما أساسيا في بناء شخصية الطفل في شتى النواحي الاجتماعية والنفسية والعقلية والثقافية
لذلك فإن ثقافة الطفل تعد نتاجا اجتماعيا، وتعتبر مرآة عاكسة للسمات البارزة في المجتمع الذي ينتمي إليه، وبالرغم من أن الثقافة عملية مستمرة ولا تتوقف عند مرحلة معينة من عمر الإنسان إلا أن اللبنة الأولى من تكوين الإنسان ثقافيا تبدأ منذ الطفولة.
إننا لا زلنا نعاني من مشكلات وعقبات كثيرة في هذا الشأن منها عجز واضح في دور الأسرة وتوفر القدوة القرائية وحتى لو وجدت مكتبة المنزل فهي في الغالب مجرد ديكور وأثاث دون تأثير واضح غير القصور في دور المكتبة المدرسية للمرحلة الأساسية وهي المرحلة الأخطر والاهم..وليس القصور في توفير المكتبات ومصادرها فهي والحمد لله متوفرة ولو بدرجات متفاوتة لكن القصور في تفعيل دور هذه المكتبات بما ينعكس فعلا على ثقافة أطفالنا وعاداتهم القرائية فمثل هذه المكتبات توكل مهام أدارتها في الغالب لغير متفرغين او غير متخصصين أو لأشخاص محبطين بسبب تهميش دورهم في المدرسة

وحتى في المراحل الدراسية الأعلى فتترك المكتبة في الغالب تحت رحمة حصص الاحتياط التي ربما تعطي مردودا عكسيا على الأهداف التي تسعى المكتبة لتحقيقها


لا أظن وقد أكون مخطئا إن هناك مناهج مقررة لمادة التربية
المكتبية التي تتولى تزويد الطالب بالمهارات المكتبية والبحثية اللازمة غير انه لم تعد شخصية المدرس توفر القدوة الناجحة في هذا المجال اعني القراءة والاطلاع والبحث...
